Obama’s Parent Trap Sets Up Home Invasion Force To Assault The American Family
The Obama Administration and congressional Democrats have laid a Parent Trap in the House healthcare bill (H.R. 3200). It is a wormhole in the legislation that will invite Child Protective Services into every home in America with pregnant women and pre-school children. Home Invasion of Predacious Do-Gooders.
The plan for a state-based Home Invasion Force positioned to assault the American family appears in Title IX (Miscellaneous Provisions), Section 1904 of the bill on page 838. It goes under the guise of federal grants to states for “quality home visitation programs for families with young children and families expecting children.” In other words, this is a plan for an assault on the American family by state and federal bureaucrats of unprecedented magnitude, incentivized by the federal government and carried out by state social-services agencies and child protective services agents. The scheme is to provide federal matching grants to states to conduct home visits. The grants will amount to $750 million during the first five years, accelerating from $50 million in year one to $250 million a year in year five.
Question: What does this have to do with the price of healthcare?
Answer: Nothing. But it does support the Obama Socialist Indoctrination of our children, and severely minimizes the rights of parents.

Eligible expenditures under the Parent Trap Grant Program (PTGP) would allow for up to 75 percent federal reimbursement to states “to provide voluntary home visitation for as many families with young children (under the age of school entry) and families expecting children as practicable, through the implementation or expansion of high quality home visitation programs.” HOME INVASION!
Child Protective Services (CPS) as we know it today is at its heart a federal program run by state agencies that was created in 1974 by legislation written by then Senator Walter Mondale who was doing the bidding of his constituency of anti-family feminists and “child therapists” in need of employment. CPS was set up on the preposterous assumption that a large percentage of families committed “child abuse.” Today, CPS offices constitute a major hub of state social-service bureaucracies where bureaucrats outnumber child abusers.

The operation of the federal bounty system—Kids for Cash—set up by the federal program that is behind state child protective services agencies is “voluntary;” states are not required to apply to the federal government for money. But of course, federal money is the low hanging fruit the Eves in state legislatures and bureaucracies cannot resist. (County governments receive anywhere form $30,000 to $150,000 annually in state and federal funds for each child placed in foster care.)
Once the Home Police worm their way into a home and infest it with worker bureaucrats, state social services and child protective personnel can find or manufacture a wide array of “violations” that then can be used to modify parental behavior to comport with the designs of the state social-services bureaucracy. It’s called EXTORTION and BLACKMAIL or KIDNAPPING—all with state and federal government sanction under the color of law.

Abuses of social service mafia bureaucrats have been well documented, and the political power of these bureaucracies rivals any in the land. As of 2006, there were more than 500,000 children in foster care in the United States. According to Child Protective Services Watch, children placed in our “child protection system” are 5 times more likely to die from physical abuse and 11 times more likely to be sexually abused than they would be from remaining in the homes from which they are removed! And the Obama Administration and Democratic Congress want to entrust the health and welfare of EVERY pre-school child in America to the same bureaucrats who already are entrapping, ensnarling and endangering the most vulnerable children in the land.

The evidence is clear that “voluntary” federal grant programs stimulate the growth of state bureaucracies and incentivize state social service agencies to remove children from their homes and place them into foster care. Even a casual observer of the behavior of state child protective services agencies understands how deceptive the “voluntary” label is and how federal grant money creates an entire new government industry at its command and driven by state bureaucrats sucking at the federal teat. For example:
• The annual number of child abuse allegations can be predicted from the number of conditional federal-grant and reimbursement-salary-fund dollars needed to balance the state child protection agency payroll (the number of children taken into state custody each year will be the number sufficient to generate the federal fund claims necessary to balance the agency payroll).
• The third-party contracts used to file state child protection agency federal fund claims usually contain provisions that only compensate the contractor for INCREASES in federal funds paid to the state over and above the amount paid in the previous contract for such claim filing services. This arrangement generates a system that compensates contractors only if the number of children taken into state custody constantly increases and/or the total claims generated from each child in state custody increases each contract cycle.

The net result of the perverse incentives established by this “voluntary” federal grant program is a Kafkaesque system in which bureaucrats stay employed only if the number of child-abuse cases and children taken into state custody continuously increases and never declines. The direct result is government-sanctioned child abuse under the color of law. And, of course, the important byproduct of this child exploitation is the blind political support for the bureaucratic operations generated by the constant flow of conditional federal funds into the States’ economies.

The most famous case study of how endemic and systematic child abuse and parental oppression results from these kind of programs was the child sex abuse witch hunt in Wenatchee, Washington, which was set off when the local CPS office was told to find some cases to justify its budget. It took years to expose and overturn one of the greatest cases of prosecutorial misconduct in human history. Dozens of families were destroyed and 50 children were put into foster care.
CPS has expanded abuse to cover spanking – even playground bruises are grounds for seizing children – and shouting (”verbal abuse”). When state bureaucrats have these kind of federal perverse incentives, it turns parenting into a dangerous occupation with the government itself being the biggest threat not only to parents but also to the children it is supposed to protect.
The smoking gun that connects H.R. 3200 to the dramatic expansion of this already abusive system of home invasions by state social service agencies and child protective police already in place in the states can be found in the assurances states will be required to give the federal government that:
“Home visitation programs using funds provided under this section. . .will promote coordination and collaboration with other home visitation programs. . .and provide referrals to other programs serving children and families.”
